Description
The City seeks a progressive design-build team for Phase 1 of a flood-mitigation program. The work includes designing and constructing a new parallel box culvert beneath Laskin Road, automated tide gates, a large-capacity stormwater pump station discharging to Lower Little Neck Creek, and storm drain trunkline and upgrades serving targeted streets. The design-build scope also includes associated engineering, utility coordination and relocations, permitting, property acquisition services, construction, testing, commissioning, and operations and maintenance planning. The procurement is a two-step competitive process limited to three firms shortlisted through the earlier qualifications stage. The response requires separate non-price and price proposals. The non-price proposal includes qualifications and experience updates and a technical proposal covering project understanding, design, management, work plan, schedule, and innovative approaches. The price proposal includes the required fee assumptions narrative and Phase 1 billing rates and labor categories. The construction phase is subject to the City’s Small Business Enhancement Program, including a 50% SWaM-certified participation commitment for subcontracted work or documented good-faith efforts if that target cannot be met.
