Product and/or service to be purchased: The Utah Parent Center/ Help parents help their children, youth, and young adults with disabilities to live included, productive lives as members of the community. The mission is to provide accurate information, valuable, empathetic peer support, and effective advocacy through parents-helping-parents. A Utah Parent Center (UPC) Parent Consultant, helps to put a child with a disability on a pathway for success. The child with a disability is put at the forefront as parents and the school work together as a team to meet Federal IDEA guidelines. This consultant helps the parents of the child with disability to better understand and apply relevant federal regulations for section 504 and IEPs. The UPC consultant helps to address challenges associated with behavior and mental health-related disabilities, trains parents to be partners in the IEP process, Provides accurate training, information, and resources to parents and by extension, school professionals. They work to reduce escalations, as well as costly and time intensive dispute resolution issues by utilizing a collaborative approach and strengthening relationships between the parent community and the professionals that serve them. Canyons School District is issuing a Notice of Intent to Award a Sole Source contract to the Utah Parent Center. The Utah Parent Center provides services to help parents of children, youth, and young adults with disabilities to live included, productive lives. Their services include providing accurate information, empathetic peer support, and effective advocacy. A Utah Parent Center Parent Consultant assists parents in understanding and applying federal regulations for Section 504 and IEPs, addressing challenges related to behavior and mental health disabilities, and training parents to be partners in the IEP process. The goal is to reduce escalations and dispute resolution issues through a collaborative approach. This notice is published pursuant to the Utah Procurement Code, and the Canyons School District Department of Purchasing intends to award the contract without competition based on the justification provided by the requesting department. This justification indicates that there is only one source for the procurement item, or that transitional costs are a significant consideration, or that awarding the contract through a standard procurement process is impractical and not in the best interest of the procurement unit. Any other interested and qualified suppliers who believe they can meet the specifications are invited to submit a detailed explanation of their challenge, including documentation of competing sources, and evidence of their ability to provide a comparable or equivalent procurement item. The proposed sole source contract is valid from July 10, 2026, through June 30, 2031. The estimated value is undetermined and based on student enrollment for the 2026-2027 school year.
