Description
The City of Garland is soliciting a competitive sealed proposal for an on-call utility repair construction contract covering miscellaneous installation, repair, replacement, and emergency response work for water and wastewater infrastructure. The scope includes water and sewer mains, services, valves, hydrants, meters, manholes, pavement and concrete restoration, trench safety, traffic control, bypass pumping, testing, mobilization, and related incidental work at locations throughout the city. Addendum No. 4 clarifies that immediate emergency mobilization must begin within six hours of notification, emergency mobilization within 24 hours, and emergency calls may occur at any time, including nights, weekends, and holidays. The addendum also revises bid-item clarifications for point repairs, excavation, mobilization, traffic control, and time-and-material invoicing. The purchase order will be issued for $3,000,000, with a one-year term or until the expenditure is reached, whichever occurs first, and may be renewed for up to four additional contract periods. The City does not guarantee minimum quantities or expenditures. Proposals are evaluated on pricing, labor and equipment rates, similar-project experience, prime-contractor self-performance, and other stated evaluation factors. The response must include the revised pricing proposal, hourly labor and equipment rates, similar-project experience, self-performance information, the completed bidder's qualification statement, required bid bond, and applicable addenda acknowledgments.
