Description
The Florida Department of Education is conducting a Request for Information to identify commercial, configurable, custom, open-source, or hybrid approaches for a statewide Parent Transparency Portal. The envisioned solution would provide primarily public, aggregated, de-identified, privacy-protected education information across early learning, K-12, scholarship-participating private schools, technical colleges, and postsecondary institutions. Desired capabilities include search, comparison, filtering, visualizations, multilingual and accessible experiences, downloadable reports, data submission and validation workflows, integration with existing Department systems, and flexible API, file-upload, and manual-entry methods. Respondents should address AI-enabled parent navigation grounded in Department-approved authoritative content, with citations, guardrails, escalation, and no official eligibility or legal determinations; privacy, FERPA-aligned security, Florida Cybersecurity Standards, data governance, suppression of outcome data for cohorts under 10, hosting, interoperability, implementation, onboarding, training, support, maintenance, licensing, ownership, portability, vendor-lock-in mitigation, and total cost of ownership. The addendum confirms that the Department has not selected a preferred solution, hosting model, contract structure, term, budget, MVP scope, or implementation timeline. Responses may cover complete, modular, selected-component, partnered, pilot, or phased approaches, and the RFI will inform planning, budget requests, legislative reporting, and potential future procurement; it will not result in a contract award.
