Description
The Joint Meeting of Essex and Union Counties is soliciting qualification statements from firms or individuals to serve as the qualified purchasing agent of record and provide professional procurement consulting services. The scope includes preparing bid specifications and documents, reviewing contractor bids, assisting with bidder selection, monitoring and inspecting contractor performance, approving contractor payments, preparing punch lists, and completing contract closeout. The selected consultant must provide continuing procurement support, including 24/7 access by email, text, and telephone, oversight of procurement-related activities, and other services requested by the Executive Director. Respondents must hold a New Jersey Qualified Purchasing Agent license and demonstrate at least five years of documented experience. Responses must include hourly and monthly rates, organizational and ownership information, licenses, relevant experience and references, key-person resumes, subcontracting information, and a narrative addressing the Joint Meeting’s needs and goals. The solicitation also requires several executed qualification and compliance forms, ownership disclosures, and certifications.
