Description
The City of New Bern is soliciting sealed bids for construction of the Trent River Boring Project. The selected contractor must perform horizontal directional drilling beneath the Trent River and install one HDPE pipe with a minimum 15-inch inside diameter and 20-inch outside diameter, including setup and cleanup at the entry and exit points and expendable drilling materials such as drilling fluid and lubricant. The work supports conversion of the 70 East electric distribution feeder from overhead to underground service. The City will provide the entry/exit Quazite boxes. Bidders must demonstrate at least three comparable horizontal directional drilling or boring projects completed within the previous five years, including at least one substantial water crossing or comparable subsurface boring project. The submission must include the completed bid form, bid price, addenda acknowledgment, 5% bid security, responsibility and experience information, subcontractor information if applicable, and North Carolina general contractor license information. The lowest responsive and responsible bidder is subject to funding approval and statutory requirements. The anticipated contract time is 120 calendar days from the Notice to Proceed; performance and payment bonds, each equal to 100% of the contract price, are required before contract execution.
