Description
The Chittenden County Regional Planning Commission seeks a consultant to update its multi-jurisdictional hazard mitigation plan and prepare jurisdiction-specific annexes for 18 municipalities. The work includes project management and FEMA compliance tracking; review of prior plans and data; stakeholder and public engagement; countywide hazard identification, risk assessment, and GIS mapping; municipal capability assessments; mitigation goals and actions; and preparation of the draft and final plan. The consultant will coordinate Vermont Emergency Management and FEMA review, revisions, municipal adoption, and plan maintenance. Municipal staff support is expected to be limited, with the consultant responsible for nearly all substantive work. The anticipated project budget and resulting contract cap are $130,000. Proposals must include a technical proposal and a separate cost proposal; the technical proposal is limited to 20 pages, with up to 10 additional pages for resumes and relevant experience. The contract is described as fixed-price task-order, with payment based on actual hours worked at fixed loaded rates, subject to the not-to-exceed cap.
