Description
The Chittenden County Regional Planning Commission seeks a consultant to update its countywide multi-jurisdictional hazard mitigation plan and prepare jurisdiction-specific annexes for 18 participating municipalities. The consultant is responsible for nearly all substantive work, including project management, review and collection of data, stakeholder and public engagement, hazard identification and risk assessment, GIS mapping, municipal capability assessments, mitigation strategies and action plans, and drafting the complete plan. The consultant must coordinate Vermont Emergency Management and FEMA review, revise the plan through approval or approvable-pending-adoption status, and support municipal adoption and plan maintenance. Deliverables include accessible Word and tagged PDF files, GIS data, a FEMA compliance crosswalk, review-response materials, and adoption packages. The anticipated duration is approximately 12 months from notice to proceed. The fixed-price task-order contract has a not-to-exceed cap of $130,000; proposals are due December 4, 2026, at 5:00 p.m.
