Description
The selected consultant will develop a Habitat Restoration Plan for approximately 100 acres of natural areas across seven parks. Work includes reviewing existing ecological plans and data, conducting site visits and field investigations, preparing a Quality Assurance Project Plan, and developing restoration designs and specifications for invasive-species management, forest improvement, native planting, erosion control, wetland enhancement, and an ephemeral pond modification. The consultant must evaluate proposed actions for their effects on priority wildlife species and complete the provided focal-species evaluation matrix. Phase 1 deliverables include 60% and 90% draft plans, final design and permitting materials, cost estimates, technical specifications, a monitoring plan, and a long-term maintenance plan. The County may separately extend the agreement for optional Phase 2 oversight and monitoring; Phase 2 is contingent on additional grant funding. The solicitation states an appropriated contract budget of $120,000, while allowing proposals above that amount without guaranteeing additional funding. Proposers must demonstrate at least five years of relevant experience and provide project-team qualifications, prior project examples, references, an approach and schedule, and a quality-control plan.
