Description
This competitive, firm-fixed-price construction solicitation seeks a certified Service-Disabled Veteran-Owned Small Business to completely renovate and expand the continuously operational Emergency Room at the Boise VA Medical Center in two seamless phases. The work includes demolition, structural and architectural construction, HVAC and hydronic systems, plumbing, medical gas, patient lifts, fireproofing, electrical, telecommunications, nurse call, security, fire alarm, sprinkler systems, infection control, construction safety, and potential asbestos or lead abatement. The project magnitude is $10 million to $20 million, with a mandatory 443-calendar-day performance period beginning after issuance of the Notice to Proceed. The solicitation uses a best-value tradeoff evaluation based on technical experience, past performance, and price. Offerors must submit separate technical, past-performance, and price-cost volumes. Technical experience must include two to three recent, relevant renovation projects, and the price volume must include the completed and signed SF 1442, acknowledged amendments, a bid guarantee, required representations and certifications, and applicable subcontracting certifications. The work is subject to general-construction limitations on subcontracting, Buy American requirements, Davis-Bacon wage requirements, and specified insurance coverage.
