Description
The Town of Schererville is soliciting proposals for disaster debris monitoring services following severe storms and for future disaster events. The selected contractor will monitor debris removal from public rights-of-way, public property, drainage areas, waterways, and other eligible locations; coordinate daily operations; support temporary debris storage and reduction site selection and permitting; certify debris-removal vehicles; track road clearance; assist with public concerns; and provide daily operational reports, maps, GIS applications, and final reporting and appeals support. The contractor must provide an electronic or paperless debris management system capable of electronic load tickets, photographs, GPS coordinates, timestamps, electronic signatures, real-time web-based access, debris and tree-removal tracking, field monitoring, quality control, audit trails, and invoice reconciliation. The proposal must include a technical proposal, cost proposal, firm and staff qualifications, organizational chart and resumes, technical approach, subcontractor information, local-hire pay-rate information, three references, required declarations and certifications, and a drug-free workplace policy. The technical proposal is limited to 15 pages, excluding specified forms, resumes, certifications, and attachments. The contract is intended to run for one year with four one-year extension options, and the selected contractor must be able to place two to three key staff onsite within 12 hours of request.
