Description
The Bureau of Land Management seeks a contractor to remediate flood damage at the Sand Island Ranger Station. Work covers the boat house, visitor contact center, law enforcement office, and the crawl space of a residential unit. Tasks include an initial hazard assessment; moisture mapping and damage documentation; pumping out standing water; drying and dehumidification; muck removal from designated structures other than the residential unit; removal of saturated flooring and baseboards in specified buildings; appropriate drywall replacement; HEPA air scrubbing; and compliant debris characterization, hauling, and disposal. The visitor contact center is straw-bale construction and has no drywall. The contractor must provide labor, materials, equipment, power, and water; hold licenses and certifications required for the work in Utah; and comply with applicable safety requirements, including precautions for potentially contaminated floodwater. The work period is up to 30 calendar days from the Notice to Proceed, with commencement required within three business days of the notice. The quote must include mobilization and demobilization, labor categories and rates, equipment and unit rates, debris removal, and incidental costs. Award is on a lowest-price technically acceptable basis; technical acceptability requires a proven approach and evidence of prior capability performing similar abatement work.
