Description
The City seeks a consultant to perform a comprehensive cost-of-service and rate study for its electric utility. Work includes forecasting revenue requirements; allocating costs among customer classes; reviewing and recommending electric rates, tariffs, fees, and charges; and evaluating rate structures such as time-of-use, demand, solar and net-metering rates. The study also covers transmission wheeling, power-cost adjustments, pole attachments, dark-fiber leases, construction labor and overhead rates, and selected utility rules and policies. Deliverables include preliminary and final reports, presentations to utility and public bodies, rate and cost calculation methodologies, and reusable spreadsheets and models. The consultant must provide qualifications and experience, a proposed methodology and timeline, references, key personnel resumes, and a completed cost proposal. Subcontracting is permitted, subject to disclosure and City review and approval.
