The Indiana State Library Consortium seeks a contractor to plan, implement, and maintain statewide Internet access, WAN connectivity, and standalone data transmission services for approximately 144 public library systems and roughly 255 locations. Required connectivity ranges from 10 Mbps to 10 Gbps per site, with guaranteed throughput, laddered pricing, no monthly data caps or metered-use speed reductions, and support for existing fiber circuits and quality-of-service technology. The service must include customer-premises equipment such as routers, switches, and circuit terminations; 99.99% network availability; 24/7/365 monitoring and customer support; reporting tools; equipment training; annual bandwidth consultations; a dedicated account services manager; and assistance with E-Rate forms and related compliance matters. Optional services include firewall, filtering, bandwidth shaping, disaster recovery, backup-site support, Web hosting, VoIP, email hosting, LAN diagnostics, engineering support, and other platform services. The project is contingent on E-Rate funding, and the vendor must be capable of serving all listed locations statewide. The State intends to award a four-year contract with no renewals to one or more respondents. Mandatory response components include an executive summary, cost, business, and technical proposals; an attestation form; an infrastructure overview; responses to the AI technical proposal questions; and Reference Check Forms. Respondents must be registered with the Indiana Department of Administration Procurement Division and submit through the Supplier Portal.
