Description
Northampton County is soliciting an independent certified public accountant or accounting firm authorized and licensed to practice in Pennsylvania to perform annual audits for fiscal years 2027 through 2031. The scope includes examination of the County's governmental, proprietary, fiduciary, and entity-wide financial statements; Single Audits under the Uniform Guidance; Pennsylvania Department of Human Services agreed-upon procedures; compliance testing; audit reports; management reports; audit adjustments; and review of the Annual Comprehensive Financial Report for conformity with GASB and GFOA requirements. The auditor must complete and deliver each year's reports within 120 days after the fiscal year ends and attend at least one public meeting to present audit findings. The proposal must include technical information regarding governmental and Single Audit experience, three governmental-audit references from the last three years, assigned personnel resumes and qualifications, audit techniques, professional development, management advisory capabilities, a recent Pennsylvania municipal audit sample, litigation and disciplinary-action disclosures, and the firm's most recent external quality-control review. Pricing must provide annual fixed fees, anticipated professional hours by staff classification, and hourly rates for approved additional work. The County estimates 1,500 hours of Controller's Office assistance annually, but the auditor remains responsible for directing and reviewing that work.
