Description
The State of Tennessee, Department of Children's Services, is soliciting proposals for unarmed Security Protection Officers at DCS properties throughout Tennessee. The contractor must provide qualified, licensed officers; statewide coverage; management, supervision, staffing, training, equipment, supplies, permits, licenses, background screenings, reporting, and related resources. Assignments are temporary and requested as needed, with coverage varying by location and youth or facility needs. The contractor must acknowledge new placement requests within six hours and provide an officer on site within that period; replacement coverage is required within two hours after notification of a vacancy or no-show. Amendment 4 confirms that all assignments are unarmed and may involve DCS offices and residential transitional homes, including occasional 24/7 coverage. Officers must complete DCS training and background clearance requirements, maintain applicable certifications, wear visible identifying attire, and carry handcuffs. Subcontractors are permitted subject to State approval and the contract's qualification, background, and training requirements. The $15 million maximum liability is an expenditure ceiling, not an estimate of expected spending; hourly rates remain firm for the contract term, and no overtime pay is provided. The amendment identifies Blue Life Security LLC as the incumbent under Contract 81289.
