Description
The City of Joliet, acting on behalf of Riverwalk Homes LLC, is soliciting proposals from qualified professional property management firms to provide interim management services for River Walk Homes, an existing 356-unit affordable multifamily community with 356 project-based Section 8-assisted units. The selected firm will provide uninterrupted day-to-day operations during a transition period and support anticipated redevelopment planning. The scope includes transition and mobilization; on-site management and resident services; project-based Section 8 and HUD HAP administration; occupancy, recertification, TRACS/EIV, and compliance activities; rent collection and financial controls; maintenance, work orders, unit turns, grounds, janitorial, pest control, and emergency response; staffing and human resources; legal and regulatory compliance; owner reporting; security and emergency preparedness; and coordination with approved redevelopment activities. Proposers must demonstrate at least five years of successful multifamily property-management experience, substantial affordable-housing experience, project-based Section 8 expertise, experience with a comparable 356-unit property, qualified staffing, and the capacity to begin on or about October 1, 2026. The initial term is one year, with renewal options subject to approval. Proposals must include the requested management, transition, compliance, maintenance, financial, technology, disclosure, reference, and fee information, along with required City forms and certifications when provided in the final proposal packet.
