Description
The Department of Property and Procurement, Property Division, is seeking a cloud-based or hosted, off-the-shelf property management software system for its real estate portfolio. Required capabilities include property, unit, tenant/resident, lease, rent, receivables, accounting, financial reporting, maintenance and work-order, vendor and contract, document management, reporting and analytics, user access, security, audit trails, and tenant/resident communications and portals. The system should support integrations with banking, electronic payment, accounting, document management, email, utility billing, and government reporting systems. The selected contractor must configure and implement the system, migrate existing property, tenant/resident, lease, and financial data, conduct testing, configure roles and workflows, provide implementation documentation, and deliver administrator and end-user training. Ongoing software maintenance, updates, technical support, troubleshooting, backups, disaster recovery, cybersecurity protections, and availability commitments are also required. Vendors must explain how each requirement is met and identify standard features, configurable features, modules or integrations, unavailable functionality, and all implementation, licensing, subscription, transaction, training, integration, maintenance, and other costs. The anticipated contract term is one year with options for additional renewal periods.
