Description
The County of Santa Cruz Department of Community Development & Infrastructure is seeking one qualified environmental consulting team for 23 storm-damage road repair projects funded through the Federal Highway Administration Emergency Relief Program. The scope includes field reconnaissance and habitat assessments; batched Biological Assessments supporting Section 7 consultation with the U.S. Fish and Wildlife Service and National Marine Fisheries Service; species surveys; critical-habitat and impact-area mapping, including GIS files; mitigation and monitoring planning; and coordination with Caltrans and regulatory agencies. The work also includes an Archaeological Survey Report, Historic Property Survey Report, Section 106 and CEQA support, and optional regulatory-permitting assistance for 401 Water Quality Certification, a 404 Nationwide Permit, a California Department of Fish and Wildlife Streambed Alteration Agreement, and a County riparian-corridor exception. Optional tasks include protocol-level foothill yellow-legged frog surveys and permit support. Proposals require a technical response and a separate password-protected Cost Proposal PDF, with the technical proposal addressing project approach, schedule, relevant experience, qualifications, references, and quality-control measures.
