Description
The Department of Veterans Affairs requires construction services to remove and replace four existing steam-to-hot-water converters/heat exchangers serving the Damen and Ogden buildings at Jesse Brown VA Medical Center. The contractor must provide all labor, materials, equipment, transportation, tools, supervision, and coordination necessary for the work, including removal of existing units and accessories; installation of BacNet-capable replacement units on existing concrete pads; reconnection of piping and electrical power; replacement of steam traps and shut-off valves; reinsulation as necessary; leak testing; daily cleanup; and compliance with applicable VA, NFPA, OSHA, Joint Commission, electrical, and local requirements. A minimum one-year warranty is required, and the work must be completed within 90 days after notice to proceed. This is a 100% set-aside for CVE-verified Service-Disabled Veteran-Owned Small Businesses. The procurement is a sealed-bid construction solicitation with award to the responsible bidder submitting the lowest-priced responsive bid. A bid guarantee of 20% of the bid price, capped at $3 million, is required; the successful bidder must provide payment and performance bonds equal to the awarded contract value. Bids must include the completed VAAR 852.219-75 limitations-on-subcontracting certification, and a joint-venture agreement if applicable. The solicitation also requires safety and environmental records, OSHA forms, and experience-modification-rate information.
