Description
The Public Building Commission of Chicago is soliciting qualified firms for prequalification to provide as-needed construction cost estimating and cost consulting services for new construction, renovations, remodeling, site improvements, infrastructure and civil work, and conceptual planning projects. Services include developing and updating estimates throughout design and procurement; establishing and reconciling project budgets; quantity takeoffs; detailed unit-cost estimates; market and escalation analysis; constructability reviews; value engineering and value management; pre-bid estimates; bid and change-order analysis; cost variance, risk, and budget-impact reporting; final budget development; and support during project, pre-bid, bid-opening, milestone, and value-engineering meetings. Deliverables include basis-of-estimate and variance reports documenting assumptions, quantities, pricing, and changes. The Commission may select multiple respondents for a prequalified pool and issue task orders on a rotational, competitive, or directed basis. Responses are evaluated on firm experience, key personnel, references, pricing, financial capacity, MBE/WBE participation, and responsiveness. The submission must include the required proposal materials and a separately submitted confidential financial-document file within the same email; electronic files must be searchable PDFs, with original blue-ink or digital signatures accepted. The contract-specific participation goals are 25% MBE and 5% WBE.
