The Hawaii State Department of Health, through its Family Health Services Division and Maternal and Child Health Branch, is soliciting proposals for a single statewide lead entity to establish, coordinate, manage, and implement Hawaii Peer Connect. The program will provide peer-to-peer support to families with children from birth through age five, including community-based peer networks, peer-led gatherings, outreach, mentorship, resource navigation, and support for families affected by substance use and/or Child Welfare Services involvement. The contractor must ensure statewide coverage across Oahu, Hawaii Island, Maui County, and Kauai County, either directly or through community-based subcontractors. Responsibilities include partner oversight, staffing and training, quality assurance, reporting, fiscal management, measurable service levels, and coordination with community and family-support organizations. The initial contract period is anticipated to run from March 1, 2027, through June 30, 2028, with up to three 12-month extensions. The estimated maximum funding for the initial period is $1,148,000, subject to appropriation and availability of funds.
