Description
The City seeks an independent, comprehensive operational audit of its blended volunteer and paid fire department. The review will assess operations and emergency response, policies and procedures, staffing and volunteer engagement, organizational culture, recruitment and retention, regulatory compliance, budgets, equipment and facilities, training, and service agreements and automatic-aid arrangements. The consultant must provide a stakeholder engagement plan, audit and SWOT analysis, prioritized recommendations and implementation roadmap, executive summary, and final report in editable and PDF formats, and present findings at a City Council work session. The proposal must include a cost schedule with and without the optional site visit, an anticipated work schedule, team qualifications and experience, a work plan, and at least three client references.
