Description
Virginia Tech seeks one or more direct charter operators to provide on-demand fixed-wing aircraft and helicopter services for official university travel within the continental United States. Services may include airport-to-airport trips, multi-segment and multi-day travel, helicopter transportation to locations not readily accessible by fixed-wing aircraft, aerial site visits, and emergency transportation. The contractor must provide the aircraft, fuel, pilots, crew travel expenses, and other costs needed for each charter; flights generally originate and terminate at Virginia Tech Montgomery Executive Airport unless otherwise specified. Fixed-wing aircraft must meet stated turbine-engine, pressurization, equipment, passenger-capacity, and maintenance requirements. Helicopter operators and pilots must meet FAA Part 135 and other specified licensing, training, and safety requirements. Proposals must describe the service plan, aircraft and pilot qualifications, pricing and additional charges, operational locations, four recent educational or governmental references, safety record, and SWaM participation. The contract term is one year, with four one-year renewal options. Direct charter operators are required; approved subcontractors may be used for helicopter services with Virginia Tech's prior approval.
