Description
U.S. Transportation Command (USTRANSCOM) is conducting market research on CARB-approved commercial carriers operating under FAA Part 121 or Part 135 for recurring, turnkey passenger air transportation. The anticipated routes are Honolulu–Wake Island and Honolulu–Kwajalein, each with two round trips per month; a combined routing may also be proposed. Missions must accommodate passengers, baggage, Government-furnished weapons, and Hazard Class 1.4S ammunition on the same aircraft. The anticipated service includes aircraft, flight and cabin crews, maintenance, dispatch, operational support, aircraft positioning, and backup-aircraft capability. Respondents are asked to provide company, FAA authority, CARB approval, aircraft availability and capability information; non-binding pricing for basing, block hours, and route rotations; fuel consumption assumptions; passenger amenities; and plans for self-sufficient turnarounds at remote airfields with limited ground support. A response should also address payload feasibility, routing efficiency, recovery from an aircraft-on-ground event, available contract vehicles, and cost-saving alternatives. Responses are limited to 12 pages, excluding the cover page and transmittal letter. This is an RFI for market research only, not a request for proposals, and no contract will be awarded as a result.
