Description
U.S. Transportation Command is conducting market research for recurring, turnkey commercial passenger air transportation using FAA Part 121 or Part 135 carriers with Commercial Airlift Review Board approval. The anticipated routes are Honolulu–Wake Island–Honolulu, carrying up to 39 passengers, and Honolulu–Kwajalein–Honolulu, carrying up to 12 passengers, each with two round trips per month. A combined Honolulu–Wake Island–Kwajalein–Honolulu routing may also be proposed. The service must accommodate passengers, baggage, government-furnished weapons, and Hazard Class 1.4S small-arms ammunition on the same aircraft. Respondents are asked to provide company, CAGE code and UEI information; FAA operating authority, CARB status, aircraft and tail availability, and ETOPS capability; nonbinding pricing for dedicated basing, block hours, route rotations, and positioning; fuel-consumption assumptions; passenger amenity details; and plans for self-sufficient turnarounds and aircraft recovery at the remote airfields. The response also requests a concise concept-of-operations narrative and information about existing government contract vehicles. This is an RFI for market research only; no contract will be awarded as a result.
