Description
Dallas Area Rapid Transit seeks a qualified Medical Review Officer provider under a 24-month blanket purchase order. The scope includes verification and reporting of DOT five-panel drug-test results, including negative and non-negative results; split-specimen processing, including transfer requests, laboratory analysis payment, MRO verification, and reporting; quality-assurance reviews; evaluation of legitimate medical explanations; confidential recordkeeping; and timely transmission of results to DART. The provider must comply with 49 CFR Parts 40 and 655 and applicable federal drug-testing guidelines. Assigned MROs must be licensed physicians with an M.D. or D.O. degree, maintain required qualifications and certification, possess relevant clinical and specimen-validity expertise, and maintain membership in an eligible professional organization. The contractor must also support secure electronic and written reporting, coordinate with DART's designated laboratory and software provider, maintain an agreement with a separate HHS-certified laboratory for split-specimen testing, provide consultations and expert testimony when requested, and submit monthly invoices and quarterly statistical reports.
