REQUEST FOR QUALIFICATIONS (RFQ) 2026-3796 Martin County Board of County Commissioners Attn: Purchasing Division 2401 SE Monterey Road Stuart, FL 34996 pur_div@martin.fl.us www.martin.fl.us Pursuant to Section 287.055, Florida Statutes, the Consultants Competitive Negotiation Act (CCNA), the Martin County Board of County Commissioners, Martin County, Florida, hereby solicits Statements of Qualifications (SOQs) from qualified professional firms for: PROFESSIONAL ENGINEERING SERVICES RELATED TO TRANSPORTATION PROJECTS Services may be provided on an assignment-by-assignment basis for County transportation projects and may include road, signal, bridge, neighborhood restoration and streetscape design; traffic studies; and related engineering services, including design to applicable local, state, and federal grant standards. Statements of Qualifications will be received by the Information Desk on the 1st Floor at the address above, or electronically via Euna OpenBids (DemandStar), until 2:30 PM local time, on Wednesday, October 21, 2026. Martin County is soliciting Requests for Qualifications under Florida's Consultants' Competitive Negotiation Act for licensed professional engineering services supporting transportation projects, its Capital Improvement Program, and operational and maintenance needs. Potential services include road, traffic signal, bridge, and neighborhood restoration design; traffic studies; streetscaping; grant-compliant design; and other related engineering services as needs arise. The selected firm or firms will provide qualified technical and professional personnel, including appropriately licensed Florida Professional Engineers, as an extension of the County's resources. Services will be authorized through task orders identifying each assignment and its required services. Addendum #2 clarifies that qualifying past-performance projects must have been completed within the past five years with the respondent serving as Prime Consultant. It also confirms that a Florida Board of Professional Engineers Certificate of Authorization is sufficient proof of firm authorization, requires Florida PE license copies for all key personnel and license numbers on their resumes, and requires proof of applicable Florida registration for each proposed subconsultant. The addendum also permits Martin County projects and County personnel as references, allows one reference contact to be used for multiple qualifying projects, and requires acknowledgment of Addendum #2.
