Description
The Department of the Air Force is establishing the RAPID (Robins Agile Practices for Infrastructure Development) Umbrella Program under 10 U.S.C. § 2808a to support facility construction, repair, modernization, planning, design, engineering, and innovative project delivery. The framework will use project-specific Areas of Interest (AOIs) and Other Transaction Agreements rather than conventional FAR-based procurement contracts. Potential delivery models include progressive, accelerated, and budget-based design-build; industrialized and modular construction; owner’s-advisor services; advanced manufacturing; 3D-printed infrastructure; and smart-facility integrations. This is a continuous umbrella notice, not a solicitation for a specific project or an immediate proposal. Future AOIs will identify individual requirements, response dates, submission instructions, delivery models, and evaluation criteria. The framework uses a three-phase process: a Solution Brief or White Paper, an oral presentation or pitch, and, when applicable, a negotiated full proposal or competitive bake-off. The standing Solution Brief baseline is a maximum of five written pages or 15 presentation slides and includes company information, an executive summary, construction methodology, schedule, disruption mitigation, rough-order-of-magnitude pricing, and relevant credentials. Commercial general contractors, specialty trades, design-build firms, and joint ventures are eligible, with no stated cost-share requirement or nontraditional-defense-contractor prerequisite. Future submissions may be retained in a 12-month Solutions Repository for consideration on related projects.
