The Land of Lincoln Workforce Alliance (LLWA) is soliciting proposals for youth workforce programs to operate under the Workforce Innovation and Opportunity Act (WIOA) Title I. The targeted population is out-of-school youth aged 16-24 who meet WIOA eligibility, with emphasis on those facing barriers such as aging out of foster care, involvement in the juvenile justice system, or being children of incarcerated parents. The contract term is from June 1, 2026 to June 30, 2027, with a possible one-year extension. Funding available is between $300,000 and $400,000, with 1-3 awards anticipated. Contractors must provide case management, assessment using TABE 13/14, individual service strategies, and make available all 14 WIOA youth program elements including tutoring, work experience, occupational skills training, leadership development, and follow-up services. Performance measures include credential attainment, employment placement in the 2nd and 4th quarters after exit, median earnings, and measurable skills gains. Proposals are due February 13, 2026.
