Description
The Port of Houston Authority is soliciting a contractor to perform bed-leveling, also described as dragging, at Barbours Cut Terminal berths 1 and 2 and Bayport Terminal berths 2 and 3. The contractor must redistribute shoaled material to the specified lines and grades, maintain required clearance from wharf faces, keep material within the berth templates, and recover any misplaced material. Work includes mobilization and demobilization, marine plant and equipment, labor, supplies, navigation coordination, debris handling, and standby support for Port-directed work stoppages and vessel traffic. The response must include equipment details, a completed Response Form, bid/proposal security, safety and environmental record information, conflict-of-interest documentation, applicable small-business participation documentation, project experience and references, required questionnaires and acknowledgments, pricing, and a Work Breakdown. The solicitation evaluates price, qualifications and quality, and safety and environmental record. Performance and payment bonds are required after award, and the solicitation requires extensive marine, environmental, safety, insurance, surveying, and reporting compliance during performance.
