Description
The National Oceanic and Atmospheric Administration requires up to two tugs, each with at least 600 horsepower, or one larger tug with at least 1,200 horsepower, plus a tug pilot to support up to three docking and undocking evolutions for NOAA Ship Pisces. The tugs will assist with maneuvering through the Elizabeth River Channel, the Marine Operations Center–Atlantic basin, and the C/D berth, including meeting the vessel near the Hampton Roads tunnel and remaining on standby as directed. Standby tugs without a pilot may also be requested for particular evolutions. The contractor must provide an itemized firm-fixed-price quote, confirm the requested services and applicable arrival and departure dates, and submit company and registration information, an active SAM registration page, at least three vessel-towing references from the past three years, current liability insurance, and a statement addressing agreement with the solicitation terms. The award will be based on best value, considering experience, past performance, and price, and the acquisition is a total small-business set-aside.
