The Fourth Judicial Circuit Court, Court Administration is requesting a single-source award to FORTE for staffing resources with an embedded technician model on-site to troubleshoot, install, and support Audio-Visual (AV) technology in the courtrooms and hearing rooms at the Duval County Courthouse. FORTE was responsible for the original design, engineering, and installation of the AV systems currently in place and possesses institutional knowledge that significantly reduces risk, avoids unnecessary rework, and ensures continuity. The on-site technician will allow faster response to courtroom and hearing room technical issues, minimizing delays for hearings and trials. This on-site support is critical to court operations. FORTE's team has developed and maintains all custom programming and proprietary source code for the AV control systems, which is essential for the functionality, automation, and user interface of the systems. Engaging an alternate vendor would require reverse engineering of existing systems, re-implementation of programming, and re-familiarization with system configurations, introducing significant risk, cost, and potential downtime. Retaining FORTE ensures seamless continuity, system integrity, and efficient project execution. The contract is for a 1-year period, with an option for renewal based on mutual agreement. The total estimated cost is $116,331.48, with $87,248.61 allocated for the current fiscal year (FY26) and the remainder for FY27.
