Description
The Kansas Department of Commerce is soliciting proposals from qualified vendors to provide STAR Bond Consulting services. This includes conducting feasibility studies and visitation assessments for STAR bond projects. These projects are financed through bonds issued by Kansas municipalities to fund commercial, entertainment, and tourism developments, with repayment derived from generated sales tax revenue. The selected contractor(s) will collaborate with city/county representatives, developers, and Commerce staff to complete the required studies. The cost for these studies will be borne by the project developer, city, or county. The contract period is anticipated to be five years, from October 1, 2026, through September 30, 2031. Contractors are expected to assess revenue sufficiency, economic impact, market conditions, and community involvement, among other factors, as outlined in K.S.A. 12-17,166.
