Description
Monmouth County seeks a consultant to provide employee drug and alcohol testing for its Department of Public Works, Park System, and Division of Transportation during calendar year 2027. Services include pre-placement, random, reasonable-suspicion, post-accident, return-to-duty, and follow-up testing; sample collection and laboratory analysis; medical review officer services; random employee selection; required federal testing forms and reports; and written and verbal test results. The contractor must meet applicable Federal Motor Carrier Safety Administration and Federal Transit Administration requirements, maintain confidentiality and chain-of-custody procedures, accommodate urgent and after-hours testing, and provide on-site supervisory awareness training and manuals. Proposals must include references, an organizational chart, database and information-sharing details, and the required proposal forms. Copies of specified professional certifications are required with the proposal; insurance proof is required upon award.
