Description
Torrance County seeks a professional services contractor to provide strategic leadership and manage its Economic Development Program. Responsibilities include business recruitment and retention, economic and industry research, grant development and administration, business outreach and support, economic development planning, and coordination with government, nonprofit, educational, and regional organizations. The specialist will also oversee the County’s Infrastructure Capital Improvements Plan, assess capital needs, support capital projects, and prepare related plans, reports, public materials, and maps. The solicitation calls for one award. Proposals must include technical and cost volumes, with separate technical and cost binders; the cost response form must provide a four-year detailed budget. The technical response includes organizational experience and at least three references for similar projects performed within the last three years. Subcontracting is not allowed without prior written approval, and the draft agreement requires professional liability insurance of at least $1 million per occurrence and $2 million aggregate.
