The City of Huntington Park is seeking a qualified organization to provide business engagement, advocacy, and economic development partnership services. The scope includes sustained business outreach; navigation, education, referrals, and technical assistance; business retention, expansion, and attraction; policy feedback and advocacy; networking and merchant programming; factual business communications; and data collection, quarterly reporting, performance measurement, and annual business-climate assessment. The selected partner must maintain a meaningful local presence, provide regular in-person availability, support multilingual engagement, and establish a framework for a Business Improvement District for downtown business and property owners. The initial agreement is for three years, with up to two one-year extensions at the City's option. Proposers must submit a technical proposal, separate cost proposal, and specified organizational, experience, work-plan, neutrality, performance, personnel, reference, funding-compliance, and exceptions information. The solicitation has no fixed budget; proposers must provide annual not-to-exceed pricing and detailed cost assumptions. The RFP document contains unresolved placeholders for the proposal due date/time and electronic submission method, although the posting states a 12:00 P.M. electronic deadline and identifies the contact email as the bid destination.
