The Chautauqua Region Economic Development Corporation seeks one or more consultants to administer a Community Development Block Grant-funded project for the establishment of a boutique hotel, spa, gym, and smoothie bar. The project includes building acquisition and renovation, machinery and equipment, furnishings and fixtures, and working-capital expenses. Services include grant administration; books of account and records management; procurement and contract administration; environmental review support; federal compliance; reporting, audit coordination, and grant closeout; financing and disbursement documentation; employment and financial monitoring; and technical assistance for commercial and industrial development. The consultant may also support future CDBG economic-development assignments and related program planning, subject to written authorizations and available funding; no future assignment or minimum volume is guaranteed. Housing rehabilitation, public-works grant administration, unrelated programs, construction, and architectural or engineering design are excluded. Proposals must address firm background and references, OCR/CDBG and commercial-financing experience, federal environmental-review expertise, personnel and capacity, workload and scheduling, proposed subcontractors, eligibility and conflicts, and a cost and fee proposal with labor, overhead, profit or fee, task-level hours, expenses, assumptions, and estimated total cost. Award will be based on technical approach, experience, personnel and capacity, cost, commercial-financing expertise, and federal environmental-review expertise. The contract is expected to be cost-reimbursement with negotiated maximum compensation and may include multiple awards.
