Description
The State of Delaware Department of Insurance is seeking one or more independent contractors to provide department-wide actuarial consulting services. The scope includes property and casualty rate and rule filing reviews; workers' compensation loss-reserve and discount-rate analysis; Delaware Compensation Rating Bureau filing reviews, written analyses, and expert-witness testimony; captive application and annual financial reviews; accident and health rate filing reviews; life and annuity form filing reviews; value-based health care consulting; and long-term-care and Medicare Supplement rate analysis. The contractor will also provide discretionary advice on legislative changes, regulations, bulletins, Department inquiries, NAIC inquiries, permitted accounting practices, reinsurance agreements, and other short-term issues. Clean filings must generally be reviewed within 10 business days, and applicable communications and analyses must be submitted through the System for Electronic Rate and Form Filing. Proposals must address experience, approach, staffing, references, financial terms, pricing, and the required forms and supporting materials.
