Description
Broome County is soliciting bids for a contractor to receive, process, and market single-stream recyclables, bulky rigid plastics, and cardboard generated at the landfill residential drop-off. Materials will be collected separately in roll-off containers and transported weekly by County landfill staff to the contractor's processing facility. The facility must be within 30 direct miles of the Broome County Landfill at 286 Knapp Road, Binghamton, New York. Materials must be returned to the economic mainstream for reuse or remanufacturing and may not be landfilled, incinerated, or otherwise disposed of. The contractor must comply with New York State Department of Environmental Conservation recycling-facility regulations, limit outdoor storage of processed materials to 60 days, and provide requested marketing and transportation records. Annual reference quantities are approximately 350 tons of single-stream recyclables, 25 tons of bulky mixed rigid plastics, and 130 tons of cardboard. Bidders must submit inclusive per-ton processing fees for each material category; fees will be reviewed monthly and may be adjusted by agreement based on current market prices. Award will be made to the responsible bidder offering the lowest compliant per-ton prices. The contract term is November 1, 2026, through October 31, 2031.
