Description
The City of Washougal is requesting proposals from qualified attorneys, law firms, nonprofit entities, or public agencies to provide primary public defense services for indigent persons entitled to court-appointed counsel in City misdemeanor and gross misdemeanor prosecutions. The selected provider must deliver independent, client-centered representation from appointment through disposition, including arraignments, pretrial proceedings, motions, hearings, trials, sentencing, probation matters, conflict screening, investigation, discovery review, negotiations, client communication, language access, and preservation of appeal rights. Services may be performed in person or remotely when authorized by the Court, and the provider must maintain qualified attorney coverage, supervision, backup staffing, support services, technology, and administrative systems. Proposals must address qualifications, criminal and public defense experience, proposed personnel, service approach, caseload and standards compliance, conflict management, reporting, references, disclosures, compensation, and exceptions. The compensation proposal must cover each of the two contract years, identify included capacity and assumptions, provide annual and two-year cost estimates based on 131 historical annual cases, and separately price optional RALJ appellate representation. The agreement is intended to begin January 1, 2027, and the current agreement expires December 31, 2026.
