Description
The Town of Fairfield is soliciting proposals from qualified firms to serve as its exclusive consultant and representative for negotiating contractual arrangements involving cellular antennas, small-cell systems, and related equipment on Town property and rights-of-way. The scope includes renewals of existing leases or licenses, new leases or licenses for carriers seeking additional space, renegotiation of existing arrangements, guidance on offers and counteroffers, development of model lease terms with Town counsel, retention of outside experts as needed, and maintenance of records. Proposers must demonstrate at least five years of municipal experience, provide at least three relevant municipal references, copies of relevant permits and licenses, a record of successful negotiations, and a summary of regulatory enforcement actions from the past five years. The proposal must include an executive summary, relevant experience, a proposed project team with an organization chart and key-personnel resumes, project approach and methodology, and a fee proposal. The anticipated initial contract term is three years, with two optional one-year renewals, for a maximum term of five years.
