Description

The USDA Forest Service is soliciting a firm-fixed-price quotation for Phase 1 improvements to the Loleta Recreation Area water system. The work includes selective demolition; construction of a new well house and concrete slabs; installation of 1-inch and 2-inch HDPE water lines, 4-inch PVC water lines, a precast valve box, spigot assemblies, drains, valves, storage tanks, piping, fixtures, and controls; modification and reinstallation of the existing well pump; and electrical work, including a new service and meter. The contractor must also coordinate utility-company work, perform pump-yield and pressure testing, chlorinate and test the water system, complete water-quality testing, restore disturbed areas, and commission the completed system. The project is a single-prime contract, and directional drilling is permitted or encouraged where practicable. The acquisition is a Total Small Business Set-Aside under NAICS 237110. The revised Schedule of Items includes a $10,000 electrical-work allowance to the meter. The project is subject to Davis-Bacon wage requirements, and work must generally occur during normal business hours, Monday through Friday. The contractor must complete the work within 180 days after issuance of the notice to proceed during the October 5, 2026, through October 4, 2027, period of performance; charging and testing may occur in spring, or the system must otherwise be winterized. Quotes must include the completed and signed SF 1442, revised Schedule of Items, technical proposal, and bid guarantees as separate Adobe PDF files.
