The University of Rhode Island is seeking engineering consulting services to develop complete, open-format or off-the-shelf computer utility models for water, sewer, drainage, stormwater, steam, natural gas, and electric distribution systems across its Kingston, Narragansett Bay, and W. Alton Jones campuses. The work includes collecting and calibrating existing GIS, utility, building-plan, usage, and other infrastructure data; documenting component age and condition; identifying additional field measurements; and performing simulations to evaluate proposed buildings, new loads, utility modifications, service limitations, and recommended network improvements. Proprietary software is not permitted. The scope also includes project management, biweekly virtual coordination meetings during model development, quarterly model updates and review meetings, reports, invoices, and related project paperwork. Vendors must be Rhode Island-registered professional engineers with utility-modeling expertise, at least 10 years of relevant experience, specialized training, and at least five similar project summaries completed within the last two years. The technical proposal is limited to 10 pages, excluding appendices and applicable key-staff resumes, and must address staff qualifications, vendor capability and references, work plan, and approach/methodology. A current Rhode Island Certificate of Authorization must be submitted with the technical proposal.
