The Texas Health and Human Services Commission is soliciting proposals for two or more contractors to administer a single statewide Medicaid and Children's Health Insurance Program (CHIP) dental service area. Contractors will provide or arrange comprehensive children's dental services through networks of general dentists, pediatric dentists, and specialists, with emphasis on preventive care, health education, early intervention, access, and improved oral-health outcomes. The scope includes member education and outreach; coordination with managed care organizations and community resources; provider-network development, contracting, credentialing, support, and adequacy; teledentistry; utilization management; quality improvement; fraud, waste, and abuse controls; claims and encounter processing; information systems; data analysis; financial and operational reporting; and ongoing performance oversight. Proposals must include an executive summary, responses to 16 technical questions, required affirmations and certifications, a subcontracting plan, company and financial information, key personnel profiles, breach and security disclosures, and applicable supporting documentation. The initial contract term is six years, with up to three additional two-year extensions or renewals, for a maximum stated term of 12 years.
