Description
The U.S. Army Corps of Engineers is conducting market research for scalable, standardized, non-personal emergency management professional services supporting both Blue Sky preparedness and Gray Sky incident response. Blue Sky work includes emergency planning and standard operating procedures, HSEEP-compliant exercises and after-action reports, training, SharePoint and data-repository management, and GIS dataset maintenance. Gray Sky work includes EOC, joint field office, and recovery field office support; quality-assurance inspections for debris management, temporary roofing, temporary power, and infrastructure restoration; rapid structural and civil assessments; rights-of-entry collection and PII protection; real-time Power BI or ArcGIS dashboards; and FAA Part 107-certified UAS/drone operations using DoD-compliant platforms. The contractor must be able to recruit, vet, deploy, and sustain specialized personnel nationwide and in U.S. inhabited territories within 24 hours of task-order activation, including support for 12-hour or 24-hour shifts. Responses are limited to 10 letter-sized pages excluding a standard cover sheet and must address corporate and administrative information, geographic and regional capacity, rapid-mobilization methodology, technical capability, and up to three relevant contracts completed or ongoing within the past five years. This is a sources-sought notice for market research, not a solicitation for proposals or bids.
