Description
The Colorado Office of the State Auditor is soliciting proposals for a performance audit of the Colorado Sports Betting Program and Fund, overseen by the Department of Revenue's Division of Gaming and the Colorado Limited Gaming Control Commission. The audit must be conducted in accordance with generally accepted government auditing standards and must assess the accuracy of sports betting tax collections, compliance inspections and complaint investigations, background investigations, patron-protection requirements, and the purpose and use of the Hold Harmless Fund. The contractor will plan and conduct the audit, review statutes, regulations, policies, data, reports, and supporting documentation, test selected tax submissions and regulatory activities, develop written findings, prepare and revise draft and final reports, and present the final report in person to the Legislative Audit Committee. Assigned personnel must undergo background checks and fingerprinting and attest that they and members of their households will not participate in sports betting during the engagement. The final report must be provided in unprotected PDF format and in up to 50 bound printed copies no later than April 30, 2027. The anticipated work period begins approximately November 5, 2026, with fieldwork expected through March 1, 2027 and reporting continuing through June 2027.
