Description
The State of Arkansas, through the Arkansas Department of Shared Administrative Services, Office of State Procurement, is procuring a single contractor to provide statewide telehealth mental health services for Arkansas students through the Department of Education. Services must be secure and HIPAA-compliant and may include individual and group therapy, family counseling, psychiatric care, crisis intervention, substance use disorder treatment, medication management, remote symptom monitoring, insurance navigation, reporting, and coordination with the State's referral service provider. The contractor must support accessibility, multilingual services, disability accommodations, emergency protocols, licensed Arkansas practitioners, and service delivery during school-day, evening, and weekend hours as needed. The anticipated initial contract term is three years, with up to four additional one-year renewals. The anticipated start is February 2027, subject to adjustment, and the expected go-live date is December 1, 2026. Proposals must include the completed Technical Proposal Packet, signed Proposal Signature Page, applicable Proposed Subcontractors and Recommended Options Forms, responses to the Experience, Solution, and Risk subsections, the Official Solicitation Price Sheet, and an Equal Opportunity Policy or qualifying written statement. The solicitation requires submission through the SAP Business Network and includes a minimum qualification of seven years in operation and five years providing telehealth mental health services.
