Description
The City of Little Rock is soliciting proposals for comprehensive Bridge to Work Program services that help individuals experiencing homelessness achieve greater stability through paid work while improving the cleanliness of public spaces through litter removal. The selected vendor must operate the program at least three days per week, provide an administrator and two supervisors, identify and transport participants to work sites, monitor litter pickup, provide daily lunches and information about wrap-around resources, supply required equipment, and pay participants and supervisors as specified. The vendor must provide monthly performance data, including participation, service referrals, filled trash bags, 311 requests, work locations, and payments. Proposals must include a technical proposal, separate pricing proposal, statement of qualifications, cover letter, executive summary, signed combined certifications, proof of insurance, and any applicable joint-venture documentation. The contract has a one-year term with three additional one-year extensions available by mutual written agreement. Evaluation is based on technical qualifications and methodology, with pricing evaluated separately.
