Description

NASA Johnson Space Center is soliciting a single, all-or-none proposal for MedEvac 5, a firm-fixed-price contract providing worldwide prepaid medical travel services and air ambulance medical evacuations for NASA travelers. The scope includes patient transport, medical personnel and escorts, medical monitoring, pharmacy and referral assistance, patient advocacy, bedside case management, translation and interpretation, hospital admission and discharge coordination, guarantee-of-payment services, repatriation of remains, and transportation to a NASA-selected hospital. The contractor must provide services globally, maintain appropriate aircraft, personnel, safety, licensing, and accreditation standards, and cover all medevac and medical travel service costs included in the membership pricing. The contract also includes optional Portable Medical Isolation Unit coverage, prepaid memberships for NASA-identified independent travelers, and optional reservation and call-up/execution of air ambulance transport for Soyuz landing events. Required operational support includes secure traveler registration, enrollment and incident reporting, medical facility support plans and guarantee-of-payment agreements for identified facilities in Russia and Kazakhstan, location-specific medevac response plans, annual reporting, contingency exercises, and approximately 1,200 wallet-sized traveler cards annually. Proposals must address technical capability, four medical scenarios, detailed compliance mapping to the Statement of Work, resources and subcontracting arrangements, certifications, operational timelines, and all Section B pricing tables. The proposal must be submitted electronically in Microsoft Word, Excel, or PDF format, with no compressed or password-protected files.
